Protection components are rarely right in isolation. A relay is chosen against the protection scheme, an instrument transformer against the relay it feeds, and a breaker against the fault level it must interrupt. A device that is correct on its own and wrong for the scheme is still wrong.
Where a device is replacing another, the existing arrangement governs. The useful question is what the new device has to be compatible with, and the nameplate of the old one usually answers most of it.
